The eighth rest exists usually in the beginning of a quarter beat (example: measure 1).
It exists also after an eighth note (example: measure 2) but it's easier to shorten a note using a staccato dot.

A quarter note can be devided into four 16th notes:
Usually 16th notes are combined with beams (2). An example of common 16th note rhythm figures:

A dotted 8th note occurs usually in connection with an 16th note.
